Should the track to be posted be a current work in progress?

I'd advise against that. The track you post should be what you feel to be your best work. If you're able to make a new track in the next 11 days, go for it! If not, submitting a track you made months or even years ago is totally fine. :)

Can I submit a song that has an ambience sample I recorded with distant voices? It's sort of hard to hear what any of them are saying with the other parts of the song mixed in.

Interesting question. Were the people whose voices you were recording consciously contributing to your composition with what they were saying/the way they were talking, or were you the one who took the initiative to use their voices for artistic purposes?

I read the rules, but i want to make sure, are we allowed to start making other songs for the second and third rounds?

No. When the threads for those respective rounds go up, you may. For the next round, that'll happen sometime on July 7th...but the thread going up is what you want to watch for. ;)

Question, since I'm making a Cute J-Future Bass... can I use anime vocal samples like for example "Ochin-chin"? (Yes I know what it means hahaha)
